Windows 7 64-bit (and 32-bit) are asking me what program to use to open the file…
I am OK with uncompressed files, saves me a step.

Can't Install 3.8
SongKong 3.8 is in selfextracting/self installing format http://blog.jthink.net/2015/01/creating-self-extracting-installer-on.html .This means you should just be able to double-click and it will unzip and install , the only thing you really have to do is click ‘ok’ a few times.
So Im unclear why/when this question is coming up ?

The window comes up as soon as I double click the downloaded install file. I tried both of he 32 bit and 64 bit and the both do the same thing.
I do not have winrar installed on my machine but suspect that if I did have it installed it would open the file for editing. Do you have a machine available without winrar installed that you could confirm this?
The whole point of self-extracting zips it that they contain the uncompress application within the zip filer itself so you don’t need any other software installed on your machine for it to unzip and install.
However I have double checked this my installing on a machine without WinRar and it worked fine. SO Im wondering are you sure you are actually double clicking on the .exe file to run it rather than right clicking and trying to unzip yourself.
I am having the same problem win7 home premium 32 bit
I’ve downloaded and installed an older version from cnet just fine.
When I run it I get a message to download the newer version from your site. Once I do I get a message asking what program to open with.
This is a machine that has only operating system and music player and library on it. no frills. no winzip I’ve tried multiple times same problem as the other post.
When I look in my downloads folder, It just comes up as FILE not as a .exe type of file. It appears windows doesn’t know what type of file it is.
Can you add a screenshot of Windows explorer because Im not clear what you mean, if you look at the link on the website you can see it is clearly an exe file.
Could it be your Virus software, what are you using ?
Thanks for the screenshots it seems to be an issue with Internet Explorer, I just tried this myself and it seems regardless of whether you use ‘Open’ or ‘Save’ that it removes the .exe from the filename which is very annoying.
If you try downloading using a better browser such as Firefox it should work, alternatively just rename the download from Windows Explorer so it ends .exe, and then double click
In the meantime I will upload an additional version in the old .zip format that previous versions used
