My PC died, and when I restored it, the Jaikoz.exe was missing. It looks like the other files are there.
I just purchased the Jaikoz update - if I “reinstall” from the download file, will it re-write my settings?

Your settings are not overwritten on install/upfgrade they are stored in C:\Users\username\Jaikoz so as long as you still have that folder your settings will be preserved.

License is already installed, what does it say if you go to Help:About
Hi, so you have license installed but it has expired for this new version. You just need to purchase 1 year of updates,, restart Jaikoz and it will then be fully functional.
