if you buy a normal license are you able to use both the mac and windows versino of Jaikoz ?

Yes, the normal version works on all, and even different ones at once (up to 3). That means you can use it on your Linux desktop and them move over to your Macbook on the same license.

Is the limitation of 3 installations at a time or ever?
Because 3 installations is fine but when i change computer i would like to recover that installation allowance.
at a time, it can be reset.
